The RFU responded positively and expeditiously to the RWCL enquiries.Having conducted a thorough internal review of the matter the RFU has determined the following:1. Two members of the RFU RWC 2011 team management, David Alred and Paul Stridgeon, mistakenly thought that there was an issue with some of the match balls used in the England v Romania RWC 2011 match.2. Those team management members took it upon themselves to substitute balls during the match in contravention of both the Laws of the Game and the Spirit of the Game.3. The RFU fully accepts that the action of those team management members was incorrect and detrimental to the image of the tournament, the Game and to English Rugby. Ecuador elections – The calm before the storm

first_imgIbarra, Ecuador  Feb. 19 — Almost 10 million voters, a record 81% of those eligible, went to the polls Feb. 7, despite the pandemic, to choose among 16 candidates in Ecuador’s presidential elections. The two top vote-getters will compete in the April 11 runoff elections. No candidate received enough votes to win in the first round. Three center-left parties got 70% of the votes.Andrés Arauz, representing a continuation of the movement led by former President Rafael Correa, came in first place with 32.7% of the vote. Arauz is a former minister in the government of Correa running for the progressive Union for Hope-Central Democratic Party (UNES-CD). Lawyer Dr. Yaku Pérez came in third with an unprecedented 19.4% of the vote for his Patchakutik party (PK), which represents the Indigenous Movement and demonstrates mass support for the goals of the uprising. Entrepreneur Xavier Hervas, the Tik-Tok candidate, was the biggest election surprise, capturing many of the youth. He came in fourth with 15.7% of the vote for the Izquierda Democratica (ID), which identifies as a social-democratic party.More than 1.2 million null and blank votes reflect massive uncertainty and frustration of people who can’t find a candidate they trust.Ex-banker Guillermo Lasso, considered “co-governor” of the country with incumbent and extremely unpopular President Lenín Moreno, got only 19.7%, a distant second place and a virtual tie with Pérez to participate in the runoff. Lasso’s identification with Moreno resulted in an avalanche against his party CREO (Creating Opportunities) and the Social Christian Party (PSC). These two normally competing right-wing parties united to back Lasso in an attempt to maintain their grip as the power brokers in Ecuador. Moreno himself got only 1.5% of the vote, an electoral disaster.The heavy hammer that nailed neoliberal right-wing governance was the anger, pain and frustration of millions of people who had participated in or supported the Indigenous-led Great Uprising of October 2019. That social explosion against the International Monetary Fund austerity package shut the country down for 11 days. Washington was behind the Moreno government and backed its vicious and brutal repression of the October 2019 uprising.During the last 12 months of the pandemic, Moreno used the crisis as both an opportunity and a political shield. Knowing that the people would not go into the streets as they did during October, he satisfied the IMF demands for billions in loan repayments and enacted neoliberal laws, which only magnified the harm caused by the crisis. The traitor goes down in history as Ecuador’s worst president. Unemployment, hunger and death stalk the land.A million workers lost their jobs during the pandemic, and more than 35,000 people died above the annual average due to COVID-19. Education and health care cuts and unemployment mean untold misery for the poorest Ecuadorians. The youth of Ecuador, and especially Indigenous and Black youth, are facing a very bleak future indeed. Role of U.S., VenezuelaMoreno met recently in Washington, D.C., with Luis Almagro, general secretary of the Organization of American States (OAS). Almagro was a key player in the 2019 coup against Bolivia and the unconventional U.S. war on Venezuela. Moreno invited U.S. police and military to advise the forces of state repression, and he upgraded the airport in the Galapagos Islands for the imperialists to use at their discretion against Venezuela. Now Lasso has dirtied the election process by baiting Venezuela.Perez’ supporters see him as a militant water defender, a champion of Indigenous territorial and cultural rights. Others have a different opinion. The victorious Bolivian President Luis Arce, for example, whose landslide victory reversed Bolivia’s coup, refused to invite Pérez to the inauguration in Bolivia. The truth is that Pérez and Patchakutik had collaborated with the Moreno government until just before the October uprising. Arce did invite Arauz and Indigenous leader Jaime Vargas Vargas, President of the Confederation of Indigenous Nations of Ecuador (CONAIE), to come to his inaugural ceremony, and they both attended Nov. 8, 2020. Arauz promises to restore Ecuadorian sovereignty and rebuild the regional integration that the U.S. and the Latin American pro-imperialist oligarchy opposes. He has friendly relations with leaders in Cuba, Venezuela and several progressive governments in the hemisphere. It may be said that Arauz needs to begin the process of unification now in order to win the second round, facing a formidable right-wing power structure, assuming Lasso remains his opponent. Lasso’s second-place finish, however, is still being protested by Pérez and a large part of the Indigenous movement. Washington prefers Lasso, but will use all its weapons against Arauz.The National AssemblyThe Indigenous-based Patchakutik Party will be a force in the next government, and debate will return to the National Assembly. Two-thirds of the future parliament will be formed by the three center-left parties. Arauz’s party, the UNES-CD, won 46 seats for the Progressives; Yaku Pérez and his Plurinational Unit (PK) have 26 seats; Social Democracy (ID) has 17 seats. Banker Guillermo Lasso and his allies have only 12 seats, while the party of Moreno got none. The right wing took a big hit.The new president and the new Assembly will need to cooperate to deal with the failed state, an economy in recession, unemployment and the crisis surrounding the provision of COVID-19 vaccines. Taxing the rich and halting the drain of resources into tax havens are progressive issues. The decriminalization of protest, extractivism, the rights of the LGBTIQ+ population, the right to abortion, restoration of labor protections and the right of unions to bargain collectively, the expansion of human rights, free trade agreements and mining concessions will all be debated.International interference: The Colombian regime of Ivan Duque, a cat’s-paw of U.S. imperialism, is working with regional media and the Moreno forces to produce fake news that discredits Arauz and his UNES-CD party in the weeks leading up to the April 11 final elections.There are unresolved differences between the CONAIE Indigenous movement and the Indigenous candidate Yaku Pérez. However, those differences have not resulted in a pact between CONAIE and Arauz’s UNES-CD. If Andrés Arauz as president wants to build an alliance with the Indigenous movement in the interest of the well-being of most Ecuadoreans, he will have to confront powerful forces within his own party. News Violence against black population The OAS Special Rapporteur for Freedom of Expression, Edison Lanza, asked for explanations about the anti-press rhetoric that has been adopted by public officials and rebutted the government’s argument that there is a program to protect human rights advocates that includes the category of journalists. “No policy to protect freedom of expression can be consolidated without a prevention policy. And preventing attacks on freedom of expression includes promoting and valuing journalistic work. What the Bolsonaro administration has been doing is betting on anti-press rhetoric. There is no effective policy if one systematically disseminates that everything the press does is fake news and lies”, he said. This Friday, the 6th, Brazilian civil society organizations denounced the Bolsonaro administration at the 175th thematic hearing of the Inter-American Commission on Human Rights (IACHR), an autonomous organ of the Organization of American States (OAS), for systematic violations of freedom of expression in the country, attacks on the press, censorship of artistic and cultural freedom, stifling of social participation spaces and access to public information. We accepted it because we are concerned about the situation in Brazil”, he stressed. “We have no doubt that Brazil, both as a society and a State, values freedom of expression. But we are going through an unusual moment. Unfortunately, the dynamics of communication with new technological tools has been used to stigmatize social groups and attack the right to communication and information. Their crime was to have helped foreign news media, thereby contributing to criticism of Separmurad Nyazov, who was proclaimed “President for Life” of this former Soviet central Asian republic in 1999.We were deeply saddened and appalled to learn on 14 September that Muradova (photo) died as a result of beatings of unprecedented brutality she received while serving her sentence in one of the country’s top-security prisons, where those considered to be enemies of the regime get “special treatment.” A 58-year-old mother of three, Muradova paid with her life for her commitment to the survival of a free press in a country where there are no longer any privately-owned media, where those who work for the foreign media and NGOs are hounded, and where the Internet has been made inaccessible for the population.Muradova is dead, leaving three children behind. Amanklychev and Khajiyev are still alive but in what condition? As for their relatives, they are subject to surveillance and intimidation by one of the world’s most repressive regimes, some of them have lost their jobs, and they are generally regarded as a threat.To support Amanklychev, Khajiyev, their families and Muradova’s family, to prevent their being forgotten and to prevent those who decided to gag the press from enjoying total impunity, we ask you to sign this petition.They need us. Eighth St.The last fiscal year, ending in September 2017, was disappointing for Ector County. Precinct 2 Commissioner Greg Simmons said this had to do with the property tax values.“Our 2017 budget was based on tax property values that were set in January of 2017,” Simmons said. “So, based on that, our revenue was lower in 2017 than we had in the prior year. That was primarily the hurdle.”Property taxes and fees are the only forms of revenue for the county. The county would have implemented a sales tax assistance district that would have provided additional income, but the proposed tax was voted down last November. It was recently resubmitted by commissioners and will be voted on again during the May election.County Judge Ron Eckert said it takes a while for property tax values to catch up with the emerging oil boom. He hopes that next fiscal year will be better because of the boom, but said the commissioners have not received the appraised property values yet.“A lot of that depends upon the timing of when they valued those properties,” Eckert said. “Did they value it when oil prices were higher or did they value it at a time of last year when the valuations weren’t quite up yet? So we won’t know the results of their values until they get that back.”Eckert added that those values are a large part of what will drive the county’s budgetary analysis and outlook for Fiscal Year 2019.Due to the financial troubles of Fiscal Year 2017, the county had a number of personnel layoffs. Simmons said they reduced their staff by about 15 individuals and they reduced a few of the department operating budgets as far as funding they had available for the year.Commissioners also provided a cost of living increase to employees. Eckert said county employees haven’t had a raise in the last two fiscal year cycles.In addition, Simmons said the county held off on some vehicle and equipment replacement they probably would have done had it been a more normal year, pushing those replacements to a future year.Commissioners will also vote to approve a proposed “United We Stand” calendar featuring Ector County Law Enforcement, which will raise money for the Ector County Enrichment Fund. That fund provides benefits to county employees, for such cases as retirements. Household debt is on the rise driven by increased mortgage balances, but it’s slower this time as mortgage debt continues to remain relatively flat according to the latest research by the Federal Reserve Bank of New York that was released on Thursday. Titled “The Home Prices, Housing Wealth and Home Equity Extraction” the report focused on the evolution of housing wealth, its use as a collateral and its long-term implications for this housing cycle. The report indicated that debt balances had increased $63 billion during the quarter driven by increased mortgage balances that grew $57 billion. Breaking up the household debt, the report revealed that though auto and student debt rose during the period, credit card and home equity lines of credit (HELOC) debts declined.Household debt peaked during the quarter, the report said and as on March 31, 2018, it stood at $13.2 trillion, showing an increase of $536 billion than the previous peak recorded in the third quarter of 2008 and 18.5 percent above the trough in the second quarter of 2013.“Although household debt has been growing for five years, its growth has been slow relative to earlier periods, as mortgage debt has continued to be relatively flat,” the report said. “In the first quarter, aggregate delinquency rates improved, as rates on mortgage and HELOC debt declined further, while delinquency on auto and credit card debt increased.”Even though the report found that households continued to view housing as a good investment, it said that current homeowners had not used their home equity to finance consumption. According to Beverly Hirtle, EVP and Director of Research at the Federal Reserve Bank of New York, one of the factors could be mortgage credit that “has been quite tight in the wake of the financial crisis.”These tight lending standards have lent to a slow growth in aggregate balances and continually improving delinquencies, the report found. In fact, the already stringent standards on HELOCs tightened further after the financial crisis with the required median score of new HELOC borrowers pegged at almost 800. Unlike HELOCs, the report said, even though mortgage standards had also been very tight since the crisis, underwriting for installment mortgages had loosened recently. Yet, homeownership seems to have fallen in recent years.“Tight credit can limit the scope for renters to become owners and for current homeowners to access their equity,” Hirtle said.
